Call for Proposals

As part of the expansion of our public communications work, forumZFD Philippines is looking for a consultant to conduct a national media landscape analysis to further inform our communications strategy and build the basis for the development of our media engagement strategy.

Forum Ziviler Friedensdienst e.V. (forumZFD, Forum Civil Peace Service) was established in 1996 to promote peace by non-military means. It works with local organizations to create and strengthen instruments and methods for nonviolent conflict transformation. forumZFD is currently working in 13 countries in Europe, the Middle East and South East Asia.

forumZFD’s programme in the Philippines is located in Mindanao, with project offices in Butuan, Davao and Cotabato. Our project work includes Peace Education, accompaniment of the BARMM peace process, working with youth, non-violent conflict transformation training and applied peace research, all under the umbrella of our conflict transformation mandate.

forumZFD-Philippines is currently in the process of both expanding its public communications work and moving to an understanding of public communications as an integral part of its peacebuilding work, rather than simply an add-on. Identified objectives of forumZFD-Philippines public communications are: (1) to influence public discourses on peace and conflict topics, specifically to contribute to shifting the dominant public narratives towards narrative that are helpful in working towards the social changes we envision; (2) provide platforms to marginalized voices to counter misinformation and stereotypes; and (3) increase the organization’s visibility and legitimacy in the field of peacebuilding.

 

We are looking for a consultant to conduct a national media landscape analysis to further inform our communications strategy and build the basis for the development of our media engagement strategy.

 

The media landscape analysis should:

  1. in consultation with forumZFD staff and based on established communication objectives, develop criteria in order to evaluate the relevance of media outlets for forumZFD;
  2. present profiles of traditional media outlets (newspapers, broadcast) and evaluate their relevance for forumZFD based on the criteria developed, incl. information on where and how most engagement with communication products can be generated;
  3. present profiles of social media platforms and evaluate their relevance to forumZFD based on the criteria developed, incl. information on where and how most engagement with communication products can be generated;
  4. present profiles of individual journalists relevant for forumZFD and open for engagement;
  5. review forumZFD’s existing communication channels and media presence incl. current audience profile and make suggestions for improvement;
  6. make concrete suggestions on how to build cooperation/partnerships with media outlets (both traditional media and social media) incl. suggestions for access points for us to bring our topics into the news agenda, associated challenges and risks.

In order to do so, we suggest to review forumZFD’s existing communications strategy and objectives, review existing analyses of the media landscape in the Philippines, conduct interviews with forumZFD staff in the Philippines and in Head Office, research traditional media outlets and actors on social media that might be open to engage with forumZFD, and gather additional data as necessary.

Please submit your proposal together with a work plan and proposed budget to collins@forumZFD.de until February 2, 2024. The proposal and work plan may include additional suggestions regarding the process and will be finalized in consultation with forumZFD.
