Consultancy for an organisational development process

Background

forumZFD supports people involved in violent conflicts on the path to peace and strives to help overcome war and violence. We are currently working with peace consultants in Germany, as well as eleven other countries in Europe, the Middle East and South East Asia. Our Academy for Conflict Transformation offers a learning space for professional, international peace work. Through dialogue events, educational work and campaigns, we actively advocate civil peace policy. ForumZFD thereby follows a systemic approach to conflict transformation that views conflict and its progression as a complex system and deals with its structural causes, as well as the actions, the behavior and the attitudes of the involved parties.

forumZFD is recognized by the German federal government as a member of the Civil Peace Service (CPS) consortium. Our work is financed through public and private grants, donations and membership fees.

Rationale of the assignment

During the last years, forumZFD has defined its own PM&E system, and set-up a PM&E Team. The PM&E Team consists of 8 PM&E Advisors in the programmes of forumZFD and is lead by the PM&E Manager who is based in the Head Office in Cologne, Germany.

For the further cooperation within this team, which mainly takes place remotely (besides 1-2 presence team meetings per year), forumZFD would like to take a closer look at different PM&E processes, analyse them and adapt these according to the recommendation of an external consultant. The main focus should be on analysing the current communication and management structures related to the different planning monitoring and evaluation processes, including HR processes and responsibilities, such as PM&E Advisor selection.

Besides the PM&E Team members also Country/ Regional Directors, Head of Programmes and other staff members will be involved in the process.

Time frame of the assignment

The process is supposed to start in September and final recommendations should be given till the end of 2021. A detailed time frame will be elaborated together with the PM&E Manager in the Head office, according to the elaborated needs.

Team affiliation or other affiliations

The consultant is generally supervised, affiliated to and guided by the PM&E Manager at the forumZFD Head Office in Cologne, Germany.

Scope of Work

The consultant should analyse the existing management and communications structures of different PM&E related processes in forumZFD. For this analysis interviews with focus groups (e.g. PM&E Team, Country/Regional Directors, Head of Programmes etc.) and individual interviews can be conducted. Besides that, different overview documents regarding the structure and system will be provided. From this analysis the consultant will be asked to give recommendations for the modification of the existing structure and further development of the management and communication in the forumZFD´s PM&E system.

Profile and eligibility criteria of the trainer

  • At least 5 years experience in organisational development, a main focus is: communication and management processes, and responsibilities in these processes.
  • At least 5 years experience in the work with international and intercultural teams and NGOs
  • Experience in online consultancy settings and with remote work
  • Knowledge about the Civil Peace Service, its work and project management is a benefit.
  • Fluent in English.
